Triunfo. Eurosong.be has announced that the new series will start in October with
sixteen candidates chosen from over 80,000 hopefuls who auditioned for the show.
The new series will be produced by Tinet Rubira with Carlos Lozano presenting. Once again the academy will be co-ordinated by Nina as it was in the 2001/02 run. The academy will however have all new 'staff' who will be there to pass on their experience and coach the Eurovision 2003 hopefuls. - The names of the finalists are being kept a closely guarded secret for now, despite media interest in Spain.

LTV has revealed the
initial budget for the 2003 contest at a meeting of the EBU reference committee in the
Slovenian city of Ljubljana.
Initial estimates suggest that to stage the contest in May next year, LTV must find around
7.6 million Lats. Riga City Council has been asked to provide almost 700,000 Lats towards
the overall costs. For the time being, the council is not disclosing exactly how much
co-funding it is prepared to offer. Andris Ameriks, the head of the council's City
Development Department, told Latvian press agency LETA, "Right now, we would like to
learn how responsibility will be distributed among the state, the City Council and private
sponsors, so that we can specify the amount of co-financing on our part."
Mr. Arvids Babris also added that all money LTV needs now are just guarantees, and real money will be allotted from the next year's budget.

Kaupers, the lead singer for the popular Latvian band BrainStorm, told CITY PAPER magazine
that he and 2002 Eurovision winner Marija Naumova have a good chance of serving as the
hosts of the Song Contest in Riga in 2003. "It's not 100 percent, but I think it will
happen," he said in the September/October edition of the pan-Baltic
publication. "I have had some talks with the Eurovision organizers about
this and I am positive about it."
Both Kaupers and Naumova are seen as having bubbly, good-natured personalities, and many
observers have already argued for months that they could make a Dream Team as the 2003
Song Contest hosts.
Kaupers also told CITY PAPER that Latvia had a chance to pump new life into the Song
Contest, which critics sometimes deride as too glitzy and staid. "Latvia
hosting the Eurovision finals is a possibility to change something in this contest,
to make it more exciting," he said.

On 12-14 of
September the members of the Eurovision Reference group will meet in the Slovenian capital
of Ljubljana.
There are three major issues to discuss during the meeting. Rules for the 2003 contest
will be examined and if neccesary - renewed. Also the group will discuss variants of
a new selection system for 2004.
And also logo proposal for the Eurovision Song Contest 2003 will be examined and released.

- Irish national broadcaster RTE has announced a 20 week television talent contest called You're A Star
- Auditions start September 9 at the Pavilion in Dun Laoghaire and then move to centres in Belfast, Dundalk, Cork, Killarney, Kilkenny, Galway and Derrywill. Anyone over 16 is entitled to audition as either a solo act or as a band.
- The judging panel will initially consist of three
judges, Kerry Katona, former Atomic Kitten singer, Phil Coulter who wrote Puppet On A
String and Congratulations and Darren Smith of Windmill Lane Entertainment. Louis Walsh
(manager of Westlife, Ronan Keating and Lulu) will join the series for the second part in
January.
It will be down to viewers to decide who gets through each week, though the judges will offer comments and will select the 90 finalists who will make the screens from October. - The winner of You're A Star , will perform all of the specially commissioned songs in a special program to be broadcast by RTE in February 2003, when the public will be invited to decide which song should go to Riga by telephone voting.

It's now oficial that Operacao Triunfo will not be brodcasted by RTP.
The new board of RTP is also now deciding until the end of August if RTP will or not
accept the invitation to attend actively the 2003 ESContest, but that seems highly
unlikely.
Ratings for ESC have been of around 8% and a portuguese participation doesn't bring the
number up. (by eurovision-general) In case of Portugal refusal to participate it is
likely that number of countries will be reduced to 25 and no new country will be invited
as replacement.
The
Latvian State Television's (LTV) "Eurovision" song contest commission has
selected the "Latvia Tours" company as its official cooperation partner to
provide lodgings and recreation opportunities for "Eurovision" participants and
guests.
"Latvia Tours" was selected through a closed vote - 6 commission members voted
for, 2 were against and one abstained.
Other bidder was "Via Riga" company

After
evaluating logotypes picked for the third round of the
competition, the Latvian Television (LTV) competition commission yesterday decided that
the symbol of the "Eurovision" song contest in 2003 will be the logo with the
motto "Upes" (Rivers) by the LTV artist Kristaps Skulte.
The visual idea of the logo was inspired by several associations.
Latvia is the country of rivers and the sea. The central part of the logo symbolizes the
sea to which all rivers and roads are running like the music of different countries flows
to the major event - "Eurovision". The logo is wing-shaped to arouse
associations with a creative flight. It is also a symbolic bridge between people, nations
and states.
Today LTV will send a description of the logo and its electronic version to the European
Broadcasting Union's headquarters in Geneva which will release its stance in
mid-September.

The finals
of the "Eurovision" song contest will be held in
the "Skonto"
Olympic Center on May 24 next year, the contest's executive director Arvids Babris
said during the Latvian State Television's (LTV) press conference today.
The LTV's "Eurovision" steering committee and government's task force yesterday
evaluated both received bids, submitted by "Skonto" and Kipsala Exhibition
Center. All 8 members of the committee unanimously voted for "Skonto".
A serious argument in favor of "Skonto" center, not Kipsala, was a letter from
the Riga Police Administration on keeping the peace in both centers. The European
Broadcasting Union also approved the LTV's choice.
LTV's "Eurovision" task force has said previously that bids submitted by the
"Skonto" Olympic Center and Kipsala Exhibition Center are equal - both are
professional and costs are also similar.
- Финал конкурса "Евровидение" 2003 пройдет в Олимпийском центре "Сконто" 24 мая следующего года, заявил исполнительный директор конкурса Арвидс Бабрис на пресс-конференции.

Report published on Phil Colclough's OnEurope says that LTV published provisional list with 26 countries included. 26th one is Ukraine. The list is yet to be confirmed in September by EBU. No detais were revealed why this decision appeared.

- The EBU has delayed the admission of any new participating countries to the Eurovision Song Contest until 2004 to allow time to formulate a new system of qualification and relegation.
- With a number of broadcasters bidding to join in the 2003 contest, the organisation has been forced to write to broadcasters in Albania, Belarus, and Montenegro and The Ukraine informing them they will be unable to enter when the 48th contest is held in Latvia next year.
- A letter from Ruurd Bierman, the chairman of the EBU Eurovision Reference Group, published by Julie Wright, has been sent to broadcasters in the four countries which had hoped to be granted admission in 2003, informing them that there will be no place available under the current rules governing the music event.
- The decision to exclude new participants was taken following lengthy meetings of the EBU reference group in Riga at the start of June. "We are facing a very difficult situation regarding the number of participants in the Eurovision Song contest, as this year four new countries are willing to enter the contest. This sudden increase of participants has never happened in the recent years and the current process of admission is not adapted to such a situation," stated Bierman.
- "Having these four new countries at the same time in the contest would mean excluding countries that have been part of the contest for many years and in those markets being excluded for a year could be a real disaster. We have received a lot of negative reactions from those members and we also have to take them into account. In fact the future and continuity of the Song Contest is at stake. The conclusion of our meeting is that we have to re-think completely the process of admission. It is not possible to eliminate 10 countries each year and we must work on a solution adapted to today’s situation. The group therefore started to discuss alternative solutions and this discussion will continue in the summer and the fall within the EBU and all participants with the objective of finding a solution that allows everybody to participate. However, it will be too late to have this rule implemented already for the contest 2003. We therefore have to find an Ad Hoc solution for 2003 and I regret to inform you that we decided that we have to postpone all new applications, We can assure you that we will be working hard in the coming months to establish a new format for the Song Contest and provide clarity to new participants." the letter concludes.
- Although the four broadcasters who had hoped to enter did broadcast the 2002 contest live, one of the main criteria for entering the following year, they will not be considered for possible inclusion before 2004. As way of recompense, each broadcaster will be allowed to show the 2003 show without payment of the normal fees. The EBU Reference group met to discuss plans for the 2003 contest and agreed that potentially they could allow 25 participants to the 48th edition of the event. - Expressing conviction that Latvia is able to organize the contest at a high level, EBU proposed cooperating with any of large companies which had organized the contest previously. LTV has already received cooperation offers from Swedish Television (SVT) and Danish Television (DR).
- The EBU task force rejected holding the contest in an open-air stadium therefore
cooperation should be continued with Skonto Hall and the "BT-1" (Kipsala)
Exhibition Complex in Kipsala, Riga. The venue for the contest is to be officially named
on August 1.
The "Eurovision" song contest's coordinator Christine Marchal officially named the date of the next "Eurovision" song contest - May 24, 2003.
LTV must draw up a schedule for operations and hand in to EBU until August 1, designate authorized persons for the contest, decide on Internet services, select cooperation partners, draw up logo and the concept of the event. - The next EBU meeting with the "Eurovision" task force is set for September 13.

- Today (June,15) at the meeting of the EBU reference group in Riga it was decided that the Eurovision Song Contest 2003 will take place in Riga, its producer will be Arvids Babris. That was told to the press by Juhan Paadam, the Executive producer of the Eurovision Song Contest 2002

The head producer of the event is to be Arvids Babris, the Latvian Television head director, who has also lead the Latvian delegation to Eurovision a number of years in a row.

Paadam, "Eurovision's" chief producer in Tallinn yesterday, the task force from Latvian State Television (LTV) on organizing the 2003 "Eurovision" contest received confirmation from Paadam that he will serve as consultant for the contest in Latvia.
Paadam appreciated offers made by the Ventspils Olympic Center and Skonto Stadium, pointing to the problem of the roof covering for the latter, which should be resistant, compact and sunproof.
The LTV task force will be preparing a rough estimate for the event by the Midsummer Holiday (June 23). Currently, total costs are calculated from LVL 5 million to LVL 9 million.

June 13-14, an eight-member group from the European Broadcasting Union (EBU) will visit Latvia in order to become acquainted with the elected executive producer and the team. EBU must decide whether an appropriate candidate has been selected.
Possible venues for the contest will be shown to EBU representatives.
The date of the finale of the 48th "Eurovision" song contest in
Latvia will be discussed but it should be in early May, according to EBU regulations. In Estonia, the date was set for the end of May for warmer weather conditions. The Latvian task force is looking at late May as well.
The Ministry of Culture, in conjunction with the State Chancellery, will sign Latvia's letter of confirmation that will state Latvia's determination to organize the event, and guarantee that the Latvian State Television is allotted no less than CHF 5 million (about 1.7 mln LVL) to organize the contest.
A task force will be set up by the LTV, National Radio and Television Council, several ministries' state secretaries and their deputies. The task force will work on organizing "Eurovision", report to the government on estimated expenses, the most suitable location and venue and other matters.

The council, which holds LTV shares, will be against organizing the contest if no guarantees are received from the government, he said.
LTV will be responsible for the creative side and broadcasting but it cannot be responsible for infrastructure, hotels, finance and suchlike, Rubenis emphasized.
